It should be noted that often it is the U.S. DoD that drives innovation in technological R&D through its relationships with FFRDCs (Federally Funded Research and Development Centers) operated by organizations such as MITRE and RAND. What starts out as military-focused applications migrate to civilian usage. Computers, the internet and GPS are just three examples. Hopefully this will happen with energy technology as well.
